Not there yet. This is a prep PR to enable the addition of access kind inference. There are various small improvements that are also valuable independently. The important comit is the last one: 22b84b9. This fixes
a bad hole, where we would sometimes simply forget a capture set of a type (when we asked too early so the
type was not converted to a CapturingType yet). So we should get this PR in even if we would need more redesigns on access kinds.
