Upgrade to Ruby 3.1.4 and refresh dependencies

Proposed changes

• Upgraded the local Ruby version to 3.1.4, which updates Gemfile.lock as a result.
• The goal here is to move off of the legacy Ruby 2.7.2 environment, which is now end-of-life.
• We also need to make sure we stay compatible with modern gem versions.
• I ran this locally and make dev worked as expected.
• Triggering a Netlify deploy preview to verify that it will work in production, and to see if there's any significant impact on build time.
• Do not merge this yet!
