This PR adds a band-specific Todd-Coxeter algorithm, written by @tomcontileslie, @reiniscirpons and myself. This is still a work in progress, until we are more certain that the algorithm is proper.
I plan on adding tests and documentation examples once we have decided what the output ought to be.
