feat: pre-load attachments on ios simulators

• create and cleanup simulator scripts
  • local dev can create 4 simulators that automatically populate the .env file, no more need for any empty variables
  • when doing CI setup, create 12 simulators and write their udids to a json file that GHA can read
• push all necessary attachments to the first created device, then clone N-1 simulators with the media already present
• don't push attachments in the tests anymore to avoid bloat
• rotate devices within a worker pool if tests fail
