Updates network configuration to use a public IP for the Shardeum testnet. Adds a script to convert Shardeum bech32 addresses to Ethereum hex addresses, enabling easier interaction with EVM contracts. Enhances genesis splitting and start network scripts for Windows compatibility, including path conversion and process management. Adds debug output to genesis script for path verification.
