Issue URL: #12090
Update the --system-labels-to-wipe flag description in talosctl reset to clarify that it wipes and re-creates selected system disk partitions by label.

I think there is some misunderstanding in the issue - Talos doesn't remove partitions today, it only wipes them. The change was to drop partitions completely.
