This refactor allows us to display external baselayers like from the unWISE Legacy Survey. Doing so required a number of changes, including re-projection from unWISE's mercator to our equirectangular projection.
We also introduced a
flippedtile state for our internal baselayers in order to line up with unWISE's maps, which meant syncing the various vector overlays to theflippedstate. Additionally, I added a toggle to switch between theflippedstate that is conditionally disabled.
