On large workspaces refact-lsp can be started 5 times.
Until refact-lsp is not finished with AST on start process is working and remains abaondoned.
This PR implements process kill in case of long start and increase the wait for startup time if process starts too long.
Unfortunately I can't fix one problem with refact-lsp on project change (appears sometimes).
We need to test this build on all platforms with large workspaces.
