Moves the release branch push until after the capability module updates are committed, ensuring CI builds and publishes only the authoritative release SHA. During the
1.0.0cut, the initial branch push triggered an un-pinned enclave build and ECR image publication, followed minutes later by the actual release build and a second sequence of ECR pushes after the module-pin commit.
