[Plex 3240] Stellar relayer: consolidate config into config package

Summary

Stellar relayer configuration was split across two packages: chain config in config and TXM config in relayer/txm/config.go. This created an awkward dependency (config imported txm just for the Config type), two places to look for Stellar config, and no single source of truth for operator-facing defaults.

This PR consolidates all Stellar config into config, adds a docs.toml source of truth for defaults, and fixes a two-phase resolution gap where NewDecodedTOMLConfig resolved chain config but deferred TXM Resolve() to txm.New.
