Move the system map permission change patch to patches/preconfig
It is to fix the security alert, http://static.open-scap.org/ssg-guides/ssg-debian11-guide-standard.html#xccdf_org.ssgproject.content_rule_file_permissions_systemmap. The permission of the file should be satisfied the security requirements.
