Sets default stellar-core path in config and add a condition to ensure DEPRECATED_SQL_LEDGER_STATE does not appear in config when stellar-core version >= 23

Why

Ensure the param DEPRECATED_SQL_LEDGER_STATE is not putted in stellar-core config for version >= 23, as these versions will error when the flag is set.
