Add a metric to track the total number of batches pending consolidation.
It will be helpful to tweak consolidation parameters and know if pending batches are accumulating.
To avoid drift in the metric, the service will reconcile the metric with the actual value during startup, counting the items in the index. This should be performant enough given the index should contain a small-medium number of items.
