Can you add this to Package Control?

As subject says, I can't find EditPreferences in Package Control. =:)

You either didn't have the space, are using ST2 or have the package already installed.

I am using ST3, build 3059, I don't have the "Edit Preferences" package installed, and if I do "Package Control Install" in Command Palette, then type "Edit Pref", "Edit Preferences" does not show up. I'm trying to install it and I can't figure out how.
