테트용 디비컨테이너 실행하는 플로우 추가
postgresql service를 github action으로 실행할까 했는데, 그러면 설정이랑 복잡해지고 하니,, 로컬에서 사용하기 위해 만들어둔 compose파일 사용하도록 했어용
일단 그냥 빠른 머지 할께용
