CI fails here due to the resources being exceeded building zetaSQL. The builds are tests are passing in PR #272 which is built on top of this branch and removes zetaSQL |

All tests are passing on the branch that doesn't have zetasql, which times out these actions: https://github.com/tensorflow/data-validation/actions/runs/15688468954/job/44504061415?pr=272. I'll merge this now, then the remove-zetasql branch next. Thanks for this! 🚀 |

Adds linting CI workflow, precommit actions, and the results of
precommit run --all-files. Built on top of #266
