GitHub pages doesn't yet support Jekyll 4.0.0, so we can't merge this until github/pages-gem#651 is fixed.

Given that this is blocked indefinitely on github pages support, and we don't actually need 4.0 support any time soon, going to close this and deal with the dependabot exception for now.
