Test code will also take effort to maintain. Too many tests, especially low value tests (maybe there is even duplicate) provide negative value to the repo. AI should generate less, high value, and no duplicates tests.
Similar to #423 (fix in #424), Test related prompt should be updated to cover these information.
These prompt could be inside elisp code, or externalized under prompt directory.
