Updates the InCTF 2026 rules/terms content and aligns parts of the landing eligibility copy to match the updated criteria, with small styling added for links in the rules renderer.

src/data/inctf/rules.jsoninto a longer “Official Rules & Terms” document (sections 1–12) and adds contact links. - Adds default styling for
<a>tags within the rules content container. - Updates landing-page eligibility text (UG year range + team size).
