Gets GTFS sources from config and uploads them to S3.

We need a single reliable source for GTFS data that is also versioned as to properly do analysis on routes that have changed.
We also need a library for doing GTFS related calculations in the API, backend, and ad-hoc notebooks.
This GTFS is used by all our services and clients
