[production/GFS.v17] Add IAU fix for FH 00

Description:

This commit will bring in a bug fix to UFSATM that corrects a bug in the calculation of averaged variables when in IAU mode. This PR was tested against the production GFSv17 baselines and a concurrent PR is also being tested for adding this fix into develop.

I will merge this PR into production once it's develop equivalent is merged. ( #3161 )
