Use MilconFEMP example file as an example.
This needs to be done for all OMR, replacement, contract, and other costs.
A different issue will clarify that Initial occurrence is number of years from service date.
The value inputted needs to be adjusted in the BLCC to E3 conversion to ensure the year of the study period is correct.
For example, if the construction phase is 2 years and the initial occurrence is 10 years after the start date, then the year in the study period would be 12. The same issue has been identified for other costs (i.e., energy) in a separate issue #94 .
