Results - Passing a non-constant value rate of change breaks the results #205

As of writing this ticket, rate of change is only sent to E3 if it is "Other monetary cost", and if you pass a non-constant rate of change to E3, it breaks the results.

STR: create an "Other monetary" cost, toggle recurring on, toggle Value Rate of Change to non-constant, and set its values to something other than 0. Click Reports and analysis, click "run".
EB: Results populate correctly and E3 result is not empty.
AB: E3 result is empty, and tables display with zeroes or nothing.
