The website-test filter excludes CUE-only changes while retaining non-CUE website and relevant workflow changes. The completed static review found the merge-queue gating and WebKit timeout change consistent with that intent.

Summary
WebKit website browser tests hit the default 30s test timeout on slow runners, and the website tests ran for every merge queue entry regardless of what changed.
