Carries #6401 and #6402.

A sync daemon whose pinned interpreter lost the clawmetry package could not be repaired by clawmetry sync --restart, and the command reported success over a daemon that was crash looping. Found on a founder node on 2026-10-14, dead about five hours, with the dashboard stuck on "Step: starting" and every daemon-backed view showing an empty state.

Verified against real launchctl on a throwaway label: the previous sequence left the old definition running, the new one re-pinned. 19 new tests across both PRs, each run against the previous behaviour first and failing there. Changelog entries for both are under Unreleased.
