Publish the built-in OSS Jumper observer and shared Physical AI evidence view delivered by #6473. Ordinary installs include the adapter, task checks and monitoring helpers; Mizu scenes and simulator skills remain a separate demo project.
Validation: the feature PR passed the repository CI matrix. Native verification used the official 35-second Jumper simulation with 22 named joints, actual wave and bow execution, a declined out-of-task jump, and all 366 journal events displayed through a separate daemon and query proxy. Clean-wheel checks require neither Pro nor simulator packages. The source-registry upgrade regression is covered before release.
This PR adds release notes only. The normal release workflow owns the version bump and PyPI publication. After publication, inspect the downloaded wheel and promote the combined cloud pin and route-policy change.
No-PRD: release-note-only follow-up for the already specified and reviewed feature #6473, with requirements and blueprint committed under .sw-factory/JUMPER-OSS.
