feat: add tool for offline index compaction
The index is append-only. There is now a tool to compact the index. It does the simplest thing possible and just removes the dead parts at the beginning of the index. It doesn't do any cleanups within the index. Example: RUST_LOG=debug cargo run --release --example compaction /tmp/storethehash.index will create a file called `/tmp/storethehash.index.compacted`
