What this PR does / why we need it:
Updates the colocation documentation to correctly describe CPU Burst on cgroup v2.

  • Documents cpu.max.burst as the configuration interface for cgroup v2.
  • Clarifies that missing nr_bursts and burst_usec fields in cpu.stat do not prove CPU Burst is disabled.
  • Distinguishes cgroup v1 burst_time from cgroup v2 burst_usec.
  • Adds guidance for locating the actual container cgroup.
  • Replaces the outdated OpenEuler-only statement with generic Linux and kernel-interface requirements.
  • Makes the CPU Burst quota example aware of both cgroup v1 and v2.
