fix(interactions): remove beta gating, document IX2 empty-read trap - #50

IX3 interaction APIs are GA — drop the beta MCP endpoint, the ff-ix3-interaction-apis flag, and the gate-check step from Phase 1. Also document that an empty list_interactions result doesn't prove a site has no motion, since the tool only reads IX3 and an IX2 site returns the same empty shape.
