Update unique rodent ids [minor], closes #413

• Add uids from 2021 up to present
• Add function to assign uids to new data
• Incorporate uid assignment as a step in the data cleaning process
• Fix tag series B267C0_PB_1, which had 2 instances of B267C0_PP_1
• Fix tag series B2D6F9, which was just plain wrong in 2022, not even the right species, no idea where the tag came from
