Use `clang-bootstrap` to generate foreign imports for the Doxygen API

The bindings to the Doxygen API live in their own module: Clang.LowLevel.Doxygen. Moreover, the foreign imports are written by hand. We can probably automatically generate bindings for the Doxygen API using clang-bootstrap
