[DRAFT][WebDriver BiDi] add a way to force run script when "scripting is disabled"

In some cases there is a need of running JavaScript even if the user agent disabled JavaScript. Eg for automation like in emulation.setDisableScriptingOverride.

This PR allows for bypassing the "scripting is disabled" check in "create a classic script".
