[FE] 잘못된 msw 활성화 조건을 올바르게 수정

PR 내용

본 PR에서는 msw가 활성화되는 조건이 잘못된 점을 올바른 조건으로 수정하였다.

  • 개발 서버에서 원치 않게 msw가 활성화되어 에러를 발생시켜 프로젝트가 실행되지 못하는 치명적인 버그가 발생하였다.
