FWIW, the term fee might be conflated with the network fee (which is paid in XCH)
Restore fee-layer trade context to delegated signed conditions and remove solution-level transfer-fee context wiring, while preserving transfer-fee rename surfaces.

This PR adds a Fee Layer support to CATs defined in CHIP-56.
