This primarily moves the CLI settings to the developer area as suggested in #54.

If a feature is not available in XQEMU-Manager I have removed the documentation from the user area. The features are still described in the developer area. The idea is to eventually document each settings tab in XQEMU-Manager on its own page; the developer area will probably focus on Xbox specific devices, tools and code in the future.

While I was at it, I also tried to make the formatting a bit more uniform or changed the wording slightly.
I hope I did not accidentally drop any content.

Good work, I double checked and everything seems to have been preserved.

Might need a future PR, but this table was reported on discord as incorrect recently.

I don't think it's incorrect?
However, please create a separate issue about this. This moves content, but doesn't really modify it.
