Windows/Linux inspired Czech keyboard added.

Hello,
this is s Czech keyboard modified to be more like the Windows/Linux one.
I added the semicolon (';') character and the '^' and the '`' characters to the AltGr sets.
The rest remains the same.
Thanks for your keyboard layouts! They made my Mac usable for me! ;-)

I'll leave the PR open until I figure out how to handle these customizations.
I myself would like some customizations - these keyboards are missing the "emacs" shortcuts Ctrl+A, Ctrl+E, Ctrl+D etc

Hi, I think, that those (Emacs) actions are more about key bindings (I am no PRO here :-)), I have one link for inspiration for You: 'https://discussions.apple.com/thread/251108215'. These Home+End keys are solved for me now. I do not know where to get the list of possible actions though.
