Requires a PL/I modified front end that prints out dependencies
See https://github.com/ZOSOpenTools/cmakeport/blob/altcmp/tests/basictest for what is expected to work with the modified front end.

@perry-ca @IgorTodorovskiIBM converting this to draft and unassigning myself.
I expect much has changed in this area, but the patches might be useful if/when we resurrect this idea.
