Add view for newly released tools

Could we rename the released artifacts with this?
Can skip th zos24 or zos25 part; and maybe add one for 24/31/64-bit, if needed.

EDIT: Also wondering... should we roll up multiple releases of a tool with collapsible sections.
Also how about a weekly/monthly in place of daily releases. The page will get long in just a year 😅

Yep, I'll revisit this one soon.

Good suggestions! I'll look into making them collapsible and I can start with weekly for now.

Got a chance to revisit this.

I'll handle the collapsible section + group by weeks in this PR and the pax naming considerations in the other PR.
