ci(release): universal and arm64 APK variants - #222

Add the complete app locale configuration for per-app language selection and clear the Google Play Games destination label so Arabic titles are not rendered twice. Fixes microg#50 and microg#220.
Keep the universal packages while also publishing arm64-v8a icon and noicon builds. The release workflow signs and uploads all four APKs.
