The Hera failure does not make sense. gcafs_model.x is failing because it is attempting to load

Hera failure understood.

repo/ci/driver.sh attempts to find a g-w PR using the same branch name as the GDASApp PR. This PR uses ADCollard:develop. Thus, driver.sh searches for a g-w PR using develop. g-w PR #4066 uses lipan-NOAA:develop. This PR uses ExtData/FENGSHA/FENGSHA_2026_0p1.nc but the fix/chem directory does not yet contain this data.

We can not run automated CI on this PR given how driver.sh is currently written. I'll terminate the Ursa CI run and manually run Hera CI.
