enable-qa-simulation(can't be just--qa-simulationdue to how autotools expects these variables to look, from what I understoodfeaturesstring can be, in case other folks adding new build-flags also worry about this aspect :PMain change: Add a build-scope for simulated scenarios (currently only used for exception policies)
