Change base image to ubuntu

docker/Dockerfile: switch to ubuntu:24.04 base for java 21

Recent DROID requires java 21 and php images are based on a stable
debian which comes only with 17.

Fix the IndexerVersioner::versionMetadata()

• Fix filtering identifiers to be passed to the new version
• Remove any old version's schema.isNextVersionOf from the new version metadata
• Remove any old version's schema.version from the new version metadata
• Fix the new version's schema.version generation
