added django models for Task and Resources along with tests. Created docker script for running tests and modified entrypoint to take argument "test"

trimming down requirements.txt

removed very samll numpy dependency. Adds a lot of overhead on builds when ampcrowd doesn't really use numpy except for some random number skewing.
