build Mesa in OpenGL 2025.09 with static LLVM to drop LLVM to build dependency

Avoids clash of libraries when upstream LLVM and downstream LLVM forks are loaded at the same time, e.g. AOCC, NVIDIA Grace Clang, DPCPP or ROCm-LLVM.

Just a note: it's worth re-testing everything that depends on OpenGL (since the LLVM runtime dep has disappeared).

@Thyre As discussed in the EasyBuild conf call: let's have a separate PR for OpenGL 2026.05 (which is currently only in develop), so we can still include this in EasyBuild v5.3.1
