update llvm workaround comment to link to rust tracking issue too #450

we should probably create more tracking issues for llvm bug workarounds we've added, so we can try to remove them once the required llvm is new enough. add them to the meta tracking issue rust-lang/rust#135981 to make that easier I may do that more soon, but need to go to sleep for now |
