Summary:
This is the new test for the smartswitch feature ENI based forwarding.
Test plan: #19018
SONiC buildimage PRs for the feature:
sonic-net/sonic-swss#3905
sonic-net/sonic-buildimage#24341
Test should be merged only after the buildimage PR is merged.

Run the test on Nvidia SN4280 testbed, all passed.

Only for smartswitch.
