Change MOM6_OUTPUT_FH variable name to MOM6_HISTFREQ_N + Update MOM6 with inline-CDEPS capability #3033

Description:

This PR will change the variable MOM6_OUTPUT_FH to MOM6_HISTFREQ_N.

This is for two reasons.

1. This will standardize the MOM6 variable to the naming convention used by the CICE equivalent (CICE_HISTFREQ_N).
2. There was a variable in Global Workflow that was called MOM6_OUTPUT_FH that was being used for other applications, so there was a conflict when the UFS hash was being updated in GW. This will minimize the work needed by GW to update the version of UFS in their workflow.

Updates MOM6 to include CDEPS inline capability.
