Panan updates

1. Summary:

This PR bundles together a number of the remaining changes required for the dev-MC_4km_jra_ryf+regionalpanan configuration before it meets the minimum requirements for an alpha release

• Update to use input data at /g/data/vk83
• Add MPI flags so that the configurations run reliably
• Turn on FATAL_UNUSED_PARAMS
• Turn off unnecessary remapping from atmosphere to mediator (Use data mesh for data models #968)
• Add CHL-informed SW penetration

• Cleaning up panan PRs and coordinating changes for alpha release of regionalpanan (MC_4km_jra_ryf) configurations #880

For documentation, the following figure compares the raw CHL climatological means (left) with the in-filled and interpolated climatologies being added to this config (right). We're relying a fair bit on the in-filling in winter months. Some of the in-filled region will be covered by sea-ice.
