This PR bumps VeeR core to a version with DCLS support and changes the config used in Caliptra-rtl to use DCLS.
The
CPTRA_HW_ERROR_FATALregister has been extended with an additional bitdcls_error, set when a discrepancy between the DCLS cores is detected.
